Minister of Arts and Culture

The Ministry of Arts and Culture is placed under the authority of a Minister.
 The Minister of Arts and Culture is responsible for developing and implementing the Government’s policy on the promotion and development of art and culture.
 
In this capacity, he is responsible for:
– the development and dissemination of national arts and culture;
– the preservation of historical sites and monuments;
– the protection, conservation, enrichment and promotion of cultural, artistic and cinematographic heritage;
– the promotion of artistic and cultural creation;
– the promotion and monitoring of the distribution of works of art and cinematographic works, in relation to the administrations concerned;
– museums, libraries, film libraries, media libraries and national archives;
– conservatories and other vocational training centers in the relevant trades;
– monitoring the activities of the national ballet, the national orchestra, the national theatre;
– the promotion of cinematography and dramatic arts;
– the promotion and professional development of artists;
– the promotion and supervision of major cultural events;
– monitoring the activities of national collective management structures for copyright and related rights.

 

He provides liaison between the Government and international organizations working in the fields of art and culture, in particular the United Nations Educational, Scientific and Cultural Organization ( UNESCO ), the African Intellectual Property Organization ( OAPI ) and the World Intellectual Property Organization ( WIPO ), in relation with the Ministry of External Relations and other relevant administrations.
 
 It also ensures liaison between public authorities and collective management bodies for copyright and related rights.
 
He exercises guardianship over the Palais des Congrès.
 
Missions
–  To carry out its missions, the Minister of Arts and Culture has the following at his disposal:
– of a Private Secretariat;
– two (02) Technical Advisors;
– of a General Inspectorate;
– of a Central Administration;
– of Decentralized Services;
– of Related Services.
 
PRIVATE SECRETARIAT
Placed under the authority of a Head of Private Secretariat, the Secretariat
Particulier is in charge of the Minister’s confidential affairs.
 
TECHNICAL ADVISORS
The Technical Advisors carry out all missions assigned to them by the Minister.
 
FROM THE GENERAL INSPECTORATE
Placed under the authority of an Inspector General, the Inspectorate General is responsible for:
– evaluation of the performance of services in relation to the objectives set, in conjunction with the General Secretariat;
– internal control and evaluation of the functioning of the services of
Ministry, its affiliated structures, and related organizations;
– information from the Minister on the quality of the operation and performance of the services;
– the evaluation of the application of organizational techniques and methods as well as the simplification of administrative work, in conjunction with the departments responsible for administrative reform;
– the implementation of the anti-corruption strategy within the
Ministry, in conjunction with the ministerial unit for combating corruption.
 
It includes, in addition to the Inspector General, two (02) Inspectors.
 
 In carrying out control and evaluation missions, the Inspector General and the Inspectors have access to all documents of the services being controlled.
 
In this capacity, they can:
 
– requesting information, explanations or documents from the heads of the services being audited, who are required to respond within the given time limits;
– to have, on an ad hoc basis, the necessary staff from other departments of the
Ministry;
– to request, if necessary and after approval from the Minister and in accordance with the law, the public force to assist them in investigating offenses against public funds.
 
 Each inspection or audit mission results in a report addressed to the Minister, with a copy to the Secretary General. The Minister then sends a copy of the report to the Ministers responsible for administrative reform and supreme audit.
 
 The Minister sends a quarterly control report as well as the annual activity report of the Inspectorate General to the Prime Minister, Head of Government.
