DIRECTOR OF GENERAL AFFAIRS

Under the authority of a Director, the Directorate of General Affairs is responsible for:
– implementing the Ministry’s human resources management strategy;
– applying the Government’s policy on training for staff serving at the Ministry;
– coordinating the development of the training plan for Ministry staff;
– managing the Ministry’s workstations ;
– workforce planning, in conjunction with the Ministry responsible for the civil service;
– monitoring the improvement of working conditions for Ministry staff;
– preparing administrative documents for the management of Ministry staff;
– updating the Ministry’s personnel file;
– monitoring the operation of IT applications for the integrated management of State personnel and the Ministry’s payroll;
– preparing staff assignment measures within the Ministry;
– processing disciplinary cases involving Ministry staff;
– applying legislative and regulatory texts relating to the Ministry’s personnel expenditures;
– Preparation of payroll elements and related allowances for staff serving at the Ministry;
– Entry and validation of payroll data for recruitment, promotion, appointment, and advancement in rank and grade;
– Entry and validation of payroll for various allowances and bonuses; – Entry
and validation of payroll for family benefits; –
Updating the payroll file;
– Drafting and processing of documents granting pension rights and life annuities after approval by the relevant departments ;
– Drafting and processing of documents granting annuities for work-related accidents and occupational diseases after approval by the relevant departments;
– Preparation and execution of the Ministry’s budget;
– Management and maintenance of the Ministry’s movable and immovable property.

It includes:
 – The SIGIPES Project Management Unit;
– The Sub-Directorate of Personnel, Payroll, and Pensions;
– the Sub-Directorate for Budget, Equipment and Maintenance.

The SIGIPES Project Management Unit
is under the authority of a Unit Head, and is responsible for:
– centralizing and continuously updating electronic personnel and payroll files;
– issuing payroll documents;
– operating and maintaining the IT applications of the sub-directorate for personnel, payroll and pensions.

In addition to the Head of Unit, it comprises two (02) Assistant Research Officers.

The Sub-Directorate of Personnel, Payroll and Pensions,
headed by a Sub-Director, is responsible for:
– centralizing and continuously updating the physical personnel and payroll files of the Ministry;
– issuing payroll documents for Ministry staff;
– preparing staff assignment measures within the Ministry, in accordance with the organizational framework;
– monitoring staff career progression;
– managing Ministry workstations ;
– workforce planning for the Ministry in conjunction with the Ministry responsible for the civil service;
– developing the sectoral training plan for Ministry staff;
– preparing personnel management documents for the Ministry
; – processing disciplinary cases for Ministry staff;
– improving the working conditions of Ministry staff.
– Operation of integrated personnel management and payroll systems for the State;
– Entry and validation of payroll data for recruitment, promotion, appointment, and advancement in rank and grade;
– Entry and validation of payroll data for various allowances and bonuses; – Entry
and validation of payroll data for family benefits ;
– Updating the payroll file;
– Preparation and settlement of documents granting pension rights and life annuities after approval by the relevant departments;
– Preparation and settlement of documents granting work-related accident and occupational disease annuities after approval by the relevant departments;
– Preparation of payroll components and supplementary payroll items.

It comprises:

– The Personnel, Training, and Internship Department;
– The Payroll and Pensions Department;
– The Social Welfare Department.

Under the authority of a Head of Department, the Personnel,
Training, and Internships Department is responsible for:
– preparing documents related to the management of Ministry personnel;
– managing Ministry workstations;
– assessing needs and scheduling training and professional development activities;
– processing disciplinary files for Ministry personnel;
– updating the Ministry’s personnel file;
– improving the working conditions of Ministry personnel;
– informing personnel about procedures related to their administrative status.

It comprises:
 – the Personnel File Office;
– the Civil Servant Personnel Office;
– the Non-Civil Servant Personnel Office;
– the Training and Internships Office.

Under the authority of a Head of Department, the Payroll and Pensions Department is responsible for:

– preparing payroll and payment documents for Ministry personnel;
– processing family allowance files;
– preparing documents related to salary supplements and the financial processing of sickness and occupational risk claims.
– Preparation of documents relating to pensions;
– Documentation and archives relating to pay;
– Entry and validation of payroll for various allowances and bonuses;
– Entry and validation of payroll for recruitment, promotion, appointment, and advancement in rank and grade;
– Entry and validation of various allowances and bonuses ;
– Entry and validation of payroll for family benefits;
– Updating the payroll file;
– Drafting and processing of documents granting pension and annuity rights after approval by the relevant departments;
– Drafting and processing of documents granting work-related accident and occupational disease annuities after approval by the relevant departments;
– Handling payroll claims, in conjunction with the relevant departments of the Ministry of Finance;
– Establishing the Ministry’s pension lists.

It comprises:

– The Payroll and Miscellaneous Benefits Office;
– the Requests and Recovery Office.

Under the authority of a Head of Department, the Social Action Department
is responsible for:
– informing staff about assistance procedures related to occupational illnesses and accidents and medical care, in conjunction with the Ministries of Finance and Health;
– monitoring the improvement of working conditions within the departments;
– supporting the social and cultural activities of internal staff.
Section III:
Sub-Directorate of Budget, Equipment and
Maintenance

Reporting to a Deputy Director, the
Budget, Equipment, and Maintenance Sub-Directorate is responsible for:
– preparing and monitoring the execution of the Ministry’s budget;
– managing and maintaining all of the Ministry’s movable and immovable property;
– preparing tender documents and monitoring the execution of public contracts within the Ministry.

It comprises:

– the Budget and Equipment Department;
– the Equipment and Maintenance Department;
– the Public Procurement Department.

Under the authority of a Head of Department, the Budget
and Equipment Department is responsible for:
– summarizing and consolidating the operating budget;
– monitoring the execution of financial commitments by central departments;
– preparing and monitoring the execution of the investment budget;
– providing advice and assistance regarding equipment acquisition.

It comprises:

– the Budget Office;
– the Equipment Office.

Under the authority of a Head of Department, the
Equipment and Maintenance Department is responsible for:
– centralizing needs for socio-educational equipment;
– planning and scheduling projects;
– monitoring the execution of related contracts and equipment maintenance, in conjunction with the relevant government departments;
– equipment maintenance;
– the cleanliness of the premises and surrounding areas.

It comprises:

– the Equipment Office;
– the Maintenance Office.

Under the authority of a Head of Department, the Public Procurement Department
is responsible for:
– preparing tender documents and requests for proposals, in conjunction with the relevant technical departments;
– ensuring compliance with and monitoring the procedures for awarding and overseeing the execution of public contracts, in conjunction with the Ministry responsible for public procurement;
– maintaining the Ministry’s public procurement records and statistics;
– monitoring public procurement disputes;
– preserving the Ministry’s public procurement documents;
– transmitting all documents relating to public procurement to the Ministry responsible for public procurement.

It comprises:

– the Tenders Office;
– the Public Contracts Monitoring and Control Office.
