DECREE No. 73\/696 OF 09 OCTOBER 1973 ESTABLISHING A NATIONAL COUNCIL FOR CULTURAL AFFAIRS<\/strong>.\u00a0<\/p>\n\n

The President of the Republic,<\/p>\n\n

Having regard to the Constitution of the United Republic of Cameroon;
Having regard to Decree No. 72\/281 of June 8, 1972, concerning the organization of the Government of the United Republic of Cameroon;
Having regard to Decree No. 72\/425 of August 28, 1972, concerning the organization of the Ministry of Information and Culture, It is
hereby decreed:
Article 1. A permanent advisory body for the guidance of cultural policy, called the National Council for Cultural Affairs, is hereby established, effective from the date of signature of this decree.
Article 2. The National Council for Cultural Affairs is specifically responsible for:
– determining the principles, structures, and means of implementing the cultural policy of the United Republic of Cameroon;
– studying all measures likely to promote the cultural development of the nation and the influence of Cameroonian culture both domestically and internationally;
– setting priorities in the program of cultural activities and assisting in the implementation of this program through various measures.
Article 3. The National Council for Cultural Affairs is composed as follows:
President: the President of the Republic.
Members:
– the Minister of Information and Culture;
– the Minister of National Education;
– the Minister of Youth and Sports;
– the Governors of the provinces;
– the Secretariat of the Council is provided by the representative of cultural affairs.
Article 4. The National Council for Cultural Affairs may be chaired by the Minister of Information and Culture by decision of the President of the Republic.
Article 5. The National Council for Cultural Affairs may create
Commissions responsible for specific issues in the cultural field.
Article 6. The National Council for Cultural Affairs is convened by its
President whenever he deems it necessary and at least once every two years.
Article 7. Orders of the Minister of Information and Culture will specify, as needed, the implementing procedures for this decree.
Article 8.- The Minister of Information and Culture is responsible for the implementation of this decree, which will be registered and published in the Official Gazette of the Republic of Cameroon in French and English.

DECREE No. 79\/390 OF 22 SEPTEMBER 1979 ESTABLISHING THE CULTURAL CHARTER OF THE UNITED REPUBLIC OF CAMEROON<\/strong><\/p>\n\n


The President of the Republic,<\/strong>

<\/strong>Having regard to the Constitution of 2 June 1972, as amended and supplemented by Laws No. 75\/01 of
9 May 1975 and 79\/02 of 29 June 1979;
Having regard to Law No. 67\/LF\/19 of 12 June 1967 concerning freedom of association;
Having regard to Decree No. 75\/467 of 28 June 1975 reorganizing the Government of the United Republic of Cameroon;
Having regard to Decree No. 78\/496 of 20 November 1978 reorganizing the Ministry of Information and Culture,
Decrees:
Article 1. Cultural activities are free throughout the national territory. They are subject to the provisions of Law No. 67\/LF\/19 of 12 June 1967 concerning freedom of association, subject to the provisions outlined in this decree.
Individuals interested in a given cultural activity may pursue it individually or form cultural associations.

TITLE I:
CULTURAL ASSOCIATIONS
Article 2. An association is considered cultural when its purpose is to encourage the creativity of its members, promote the dissemination of national culture, and ensure the preservation of national and universal cultural heritage through the organization of cultural activities.
Article 3. Cultural associations are under the authority of the Minister of Culture. They are approved by the Minister of Territorial Administration, after consultation with the supervising Minister. They must comply with the declaration formalities stipulated by applicable regulations.

The organization and operation of cultural associations are based on the provisions of the standard bylaws drawn up by the supervising Minister.

TITLE II:
GROUPINGS OF CULTURAL ASSOCIATIONS
Article 4. Cultural associations engaged in the same cultural activity may group at the local, departmental, provincial, or national level. Each group has the status of an association.
Article 5. A grouping at the local level constitutes a company and consists of at least three associations.
A grouping at the departmental level constitutes a union and consists of companies belonging to at least two districts of the same department or, failing that, four associations belonging to at least three districts of the same department.
A grouping at the provincial level constitutes a guild and consists of at least two unions.
A grouping at the national level constitutes a federation and consists of at least two guilds or, failing that, three unions belonging to at least two provinces.

TITLE III:
RESOURCES OF CULTURAL ASSOCIATIONS
Article 6. The resources of a cultural association come from:
– Membership fees;
– Member dues;
– Revenue from the association’s activities;
– Income from its own assets;
– Donations and bequests;
– Any other assistance. Article 7. – The resources of a cultural association are intended for its operation and equipment.

TITLE IV: MISCELLANEOUS PROVISIONS
Article 8. – The organization of for-profit cultural events is regulated by order of the Minister in charge of culture.
Article 9. – Notwithstanding the provisions of this decree, foreign cultural associations shall be formed and carry out their activities in Cameroon under the conditions outlined in Title IV of Law No. 67\/LF\/19 of June 12, 1967.

Article 10. – The Minister of Information and Culture is responsible for the implementation of this decree, which shall be registered and published in the Official Gazette in French and English.

DECREE No. 91\/193 OF 08 APRIL 1991 ESTABLISHING THE NATIONAL FESTIVAL OF ARTS AND CULTURE<\/strong><\/p>\n\n

The President of the Republic,
Having regard to the Constitution;
Having regard to Decree No. 90\/1311 of September 7, 1990, concerning the organization of the
Government;
Having regard to Decree No. 88\/1278 of September 21, 1988, concerning the reorganization of the Ministry of Information and Culture,
Decrees:
Article 1. \u2013 Within the framework of the development, promotion, and dissemination of National Culture, a National Festival of Arts and Culture, abbreviated FENAC, is hereby established, effective from the date of signature of this decree.
Article 2. \u2013 The National Festival of Arts and Culture is a biennial cultural event, the location of which is announced at the end of each edition.
Article 3. \u2013 The organization of FENAC is carried out by an Organizing Committee under the authority of the Minister of Culture.
This Committee comprises:
– two Representatives of the Minister of Information and Culture;
– A representative of the Minister in charge of Higher Education, Information Technology, and Scientific Research;
– A representative of the Minister in charge of National Education;
– A representative of the Minister in charge of Tourism;
– A representative of the Minister in charge of Finance;
– A representative of the Chamber of Commerce;
– A representative of the Urban Community hosting FENAC;
– Three representatives of artists, writers, and cultural figures;
– A representative of the University of Yaound\u00e9.
The Director in charge of Culture provides the Secretariat of the Organizing Committee and, for this purpose, prepares minutes of all meetings relating to the preparation, execution, monitoring, and evaluation of the Festival.
Article 4.- (1) The expenses of the National Arts and Culture Festival are covered by:
– \u200b\u200bthe State contribution;
– municipal contributions;
– patronage;
– advertising;
– sponsorship;
– revenue, donations, and bequests.
(2) The State’s contribution is recorded in the budget of the Ministry responsible for culture.
(3) The contribution of the Urban Community hosting FENAC is also recorded in the municipal budget.
Article 5. The Minister responsible for culture is the authorizing officer for the budget of the
National Festival of Arts and Culture.
Article 6. The FENAC accounts are audited within three months following the events by the Audit Committee, comprising:
– a Representative of the Minister responsible for State Control (Chair);
– a Representative of the Minister responsible for finance;
– A Representative of the Minister responsible for Information and Culture.
Article 7. The Minister responsible for Culture appoints, as needed, the members of the operational Commissions and Sub-commissions, who report on their activities and management to the Organizing Committee.
Article 8. The Minister responsible for Culture is charged with the implementation of this decree, which will be registered and published in the Official Gazette in French and English.<\/p>\n\n
