Minister of Arts and Culture<\/p><\/div><\/div>\t\t\t\t<\/div>\n\t\t\n<\/div>\n\n<\/div>\n

The Ministry of Arts and Culture is placed under the authority of a Minister.<\/span><\/div>
\u00a0<\/strong>The Minister of Arts and Culture is responsible for developing and implementing the Government’s policy on the promotion and development of art and culture.<\/span><\/div>
\u00a0<\/div>
In this capacity, he is responsible for:<\/span><\/div>
– the development and dissemination of national arts and culture;<\/span><\/div>
– the preservation of historical sites and monuments;<\/span><\/div>
– the protection, conservation, enrichment and promotion of cultural, artistic and cinematographic heritage;<\/span><\/div>
– the promotion of artistic and cultural creation;<\/span><\/div>
– the promotion and monitoring of the distribution of works of art and cinematographic works, in relation to the administrations concerned;<\/span><\/div>
– museums, libraries, film libraries, media libraries and national archives;<\/span><\/div>
– conservatories and other vocational training centers in the relevant trades;<\/span><\/div>
– monitoring the activities of the national ballet, the national orchestra, the national theatre;<\/span><\/div>
– the promotion of cinematography and dramatic arts;<\/span><\/div>
– the promotion and professional development of artists;<\/span><\/div>
– the promotion and supervision of major cultural events;<\/span><\/div>
– monitoring the activities of national collective management structures for copyright and related rights.<\/span><\/div>

\u00a0<\/p>

He provides liaison between the Government and international organizations working in the fields of art and culture, in particular the United Nations Educational, Scientific and Cultural Organization (\u00a0<\/span>UNESCO<\/span><\/strong>\u00a0), the African Intellectual Property Organization (\u00a0<\/span>OAPI<\/span><\/strong>\u00a0) and the World Intellectual Property Organization (\u00a0<\/span>WIPO<\/span><\/strong>\u00a0), in relation with the Ministry of External Relations and other relevant administrations.<\/span><\/div>
\u00a0<\/div>
\u00a0<\/strong>It also ensures liaison between public authorities and collective management bodies for copyright and related rights.<\/span><\/div>
\u00a0<\/div>
He exercises guardianship over the Palais des Congr\u00e8s.<\/span><\/div>
\u00a0<\/div>
Missions<\/span><\/strong><\/div>
–\u00a0<\/span><\/strong>\u00a0To carry out its missions, the Minister of Arts and Culture has the following at his disposal:<\/span><\/div>
– of a Private Secretariat;<\/span><\/div>
– two (02) Technical Advisors;<\/span><\/div>
– of a General Inspectorate;<\/span><\/div>
– of a Central Administration;<\/span><\/div>
– of Decentralized Services;<\/span><\/div>
– of Related Services.<\/span><\/div>

PRIVATE SECRETARIAT<\/span><\/strong><\/div>
Placed under the authority of a Head of Private Secretariat, the Secretariat<\/span><\/div>
Particulier is in charge of the Minister’s confidential affairs.<\/span><\/div>
\u00a0<\/div>
TECHNICAL ADVISORS<\/span><\/strong><\/div>
The Technical Advisors carry out all missions assigned to them by the Minister.<\/span><\/div>
\u00a0<\/div>
FROM THE GENERAL INSPECTORATE<\/span><\/strong><\/div>
Placed under the authority of an Inspector General, the Inspectorate General is responsible for:<\/span><\/div>
– evaluation of the performance of services in relation to the objectives set, in conjunction with the General Secretariat;<\/span><\/div>
– internal control and evaluation of the functioning of the services of<\/span><\/div>
Ministry, its affiliated structures, and related organizations;<\/span><\/div>
– information from the Minister on the quality of the operation and performance of the services;<\/span><\/div>
– the evaluation of the application of organizational techniques and methods as well as the simplification of administrative work, in conjunction with the departments responsible for administrative reform;<\/span><\/div>
– the implementation of the anti-corruption strategy within the<\/span><\/div>
Ministry, in conjunction with the ministerial unit for combating corruption.<\/span><\/div>
\u00a0<\/div>
It includes, in addition to the Inspector General, two (02) Inspectors.<\/span><\/div>
\u00a0<\/div>
\u00a0In carrying out control and evaluation missions, the Inspector General and the Inspectors have access to all documents of the services being controlled.<\/span><\/div>
\u00a0<\/div>
In this capacity, they can:<\/span><\/div>
\u00a0<\/div>
– requesting information, explanations or documents from the heads of the services being audited, who are required to respond within the given time limits;<\/span><\/div>
– to have, on an ad hoc basis, the necessary staff from other departments of the<\/span><\/div>
Ministry;<\/span><\/div>
– to request, if necessary and after approval from the Minister and in accordance with the law, the public force to assist them in investigating offenses against public funds.<\/span><\/div>
\u00a0<\/div>
\u00a0Each inspection or audit mission results in a report addressed to the Minister, with a copy to the Secretary General. The Minister then sends a copy of the report to the Ministers responsible for administrative reform and supreme audit.<\/span><\/div>
\u00a0<\/div>
\u00a0The Minister sends a quarterly control report as well as the annual activity report of the Inspectorate General to the Prime Minister, Head of Government.<\/span><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\n<\/div>\n\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"
