DIRECTOR OF GENERAL AFFAIRS<\/h3>

Bekono Daniel<\/p><\/div><\/div>\t\t\t\t<\/div>\n\t\t\t\t

\u00a0<\/p>

Under the authority of a Director, the Directorate of General Affairs is responsible for:<\/span>
– implementing the Ministry’s human resources management strategy;<\/span>
– applying the Government’s policy on training for staff serving at the Ministry;<\/span>
– coordinating the development of the training plan for Ministry staff;<\/span>
– managing the Ministry’s workstations ;<\/span>
– workforce planning, in conjunction with the Ministry responsible for the civil service;<\/span>
– monitoring the improvement of working conditions for Ministry staff;<\/span>
– preparing administrative documents for the management of Ministry staff;<\/span>
– updating the Ministry’s personnel file;<\/span>
– monitoring the operation of IT applications for the integrated management of State personnel and the Ministry’s payroll;<\/span>
– preparing staff assignment measures within the Ministry;<\/span>
– processing disciplinary cases involving Ministry staff;<\/span>
– applying legislative and regulatory texts relating to the Ministry’s personnel expenditures;<\/span>
– Preparation of payroll elements and related allowances for staff serving at the Ministry;<\/span>
– Entry and validation of payroll data for recruitment, promotion, appointment, and advancement in rank and grade;<\/span>
– Entry and validation of payroll for various allowances and bonuses; – Entry<\/span>
and validation of payroll for family benefits; –<\/span>
Updating the payroll file;<\/span>
– Drafting and processing of documents granting pension rights and life annuities after approval by the relevant departments ;<\/span>
– Drafting and processing of documents granting annuities for work-related accidents and occupational diseases after approval by the relevant departments;<\/span>
– Preparation and execution of the Ministry’s budget;<\/span>
– Management and maintenance of the Ministry’s movable and immovable property.<\/span><\/p>

It includes:<\/span>
\u00a0– The SIGIPES Project Management Unit;<\/span>
– The Sub-Directorate of Personnel, Payroll, and Pensions;<\/span>
– the Sub-Directorate for Budget, Equipment and Maintenance.<\/span><\/p>

The SIGIPES Project Management Unit<\/span>
is under the authority of a Unit Head, and is responsible for:<\/span>
– centralizing and continuously updating electronic personnel and payroll files;<\/span>
– issuing payroll documents;<\/span>
– operating and maintaining the IT applications of the sub-directorate for personnel, payroll and pensions.<\/span><\/p>

In addition to the Head of Unit, it comprises two (02) Assistant Research Officers.<\/span><\/p>

The Sub-Directorate of Personnel, Payroll and Pensions,<\/span>
headed by a Sub-Director, is responsible for:<\/span>
– centralizing and continuously updating the physical personnel and payroll files of the Ministry;<\/span>
– issuing payroll documents for Ministry staff;<\/span>
– preparing staff assignment measures within the Ministry, in accordance with the organizational framework;<\/span>
– monitoring staff career progression;<\/span>
– managing Ministry workstations ;<\/span>
– workforce planning for the Ministry in conjunction with the Ministry responsible for the civil service;<\/span>
– developing the sectoral training plan for Ministry staff;<\/span>
– preparing personnel management documents for the Ministry<\/span>
; – processing disciplinary cases for Ministry staff;<\/span>
– improving the working conditions of Ministry staff.<\/span>
– Operation of integrated personnel management and payroll systems for the State;<\/span>
– Entry and validation of payroll data for recruitment, promotion, appointment, and advancement in rank and grade;<\/span>
– Entry and validation of payroll data for various allowances and bonuses; – Entry<\/span>
and validation of payroll data for family benefits ;<\/span>
– Updating the payroll file;<\/span>
– Preparation and settlement of documents granting pension rights and life annuities after approval by the relevant departments;<\/span>
– Preparation and settlement of documents granting work-related accident and occupational disease annuities after approval by the relevant departments;<\/span>
– Preparation of payroll components and supplementary payroll items.<\/span><\/p>

It comprises:<\/span><\/p>

– The Personnel, Training, and Internship Department;<\/span>
– The Payroll and Pensions Department;<\/span>
– The Social Welfare Department.<\/span><\/p>

Under the authority of a Head of Department, the Personnel,<\/span>
Training, and Internships Department is responsible for:<\/span>
– preparing documents related to the management of Ministry personnel;<\/span>
– managing Ministry workstations;<\/span>
– assessing needs and scheduling training and professional development activities;<\/span>
– processing disciplinary files for Ministry personnel;<\/span>
– updating the Ministry’s personnel file;<\/span>
– improving the working conditions of Ministry personnel;<\/span>
– informing personnel about procedures related to their administrative status.<\/span><\/p>

It comprises:<\/span>
\u00a0– the Personnel File Office;<\/span>
– the Civil Servant Personnel Office;<\/span>
– the Non-Civil Servant Personnel Office;<\/span>
– the Training and Internships Office.<\/span><\/p>

Under the authority of a Head of Department, the Payroll and Pensions Department is responsible for:<\/span><\/p>

– preparing payroll and payment documents for Ministry personnel;<\/span>
– processing family allowance files;<\/span>
– preparing documents related to salary supplements and the financial processing of sickness and occupational risk claims.<\/span>
– Preparation of documents relating to pensions;<\/span>
– Documentation and archives relating to pay;<\/span>
– Entry and validation of payroll for various allowances and bonuses;<\/span>
– Entry and validation of payroll for recruitment, promotion, appointment, and advancement in rank and grade;<\/span>
– Entry and validation of various allowances and bonuses ;<\/span>
– Entry and validation of payroll for family benefits;<\/span>
– Updating the payroll file;<\/span>
– Drafting and processing of documents granting pension and annuity rights after approval by the relevant departments;<\/span>
– Drafting and processing of documents granting work-related accident and occupational disease annuities after approval by the relevant departments;<\/span>
– Handling payroll claims, in conjunction with the relevant departments of the Ministry of Finance;<\/span>
– Establishing the Ministry’s pension lists.<\/span><\/p>

It comprises:<\/span><\/p>

– The Payroll and Miscellaneous Benefits Office;<\/span>
– the Requests and Recovery Office.<\/span><\/p>

Under the authority of a Head of Department, the Social Action Department<\/span>
is responsible for:<\/span>
– informing staff about assistance procedures related to occupational illnesses and accidents and medical care, in conjunction with the Ministries of Finance and Health;<\/span>
– monitoring the improvement of working conditions within the departments;<\/span>
– supporting the social and cultural activities of internal staff.<\/span>
Section III:<\/span>
Sub-Directorate of Budget, Equipment and<\/span>
Maintenance<\/span><\/p>

Reporting to a Deputy Director, the<\/span>
Budget, Equipment, and Maintenance Sub-Directorate is responsible for:<\/span>
– preparing and monitoring the execution of the Ministry’s budget;<\/span>
– managing and maintaining all of the Ministry’s movable and immovable property;<\/span>
– preparing tender documents and monitoring the execution of public contracts within the Ministry.<\/span><\/p>

It comprises:<\/span><\/p>

– the Budget and Equipment Department;<\/span>
– the Equipment and Maintenance Department;<\/span>
– the Public Procurement Department.<\/span><\/p>

Under the authority of a Head of Department, the Budget<\/span>
and Equipment Department is responsible for:<\/span>
– summarizing and consolidating the operating budget;<\/span>
– monitoring the execution of financial commitments by central departments;<\/span>
– preparing and monitoring the execution of the investment budget;<\/span>
– providing advice and assistance regarding equipment acquisition.<\/span><\/p>

It comprises:<\/span><\/p>

– the Budget Office;<\/span>
– the Equipment Office.<\/span><\/p>

Under the authority of a Head of Department, the<\/span>
Equipment and Maintenance Department is responsible for:<\/span>
– centralizing needs for socio-educational equipment;<\/span>
– planning and scheduling projects;<\/span>
– monitoring the execution of related contracts and equipment maintenance, in conjunction with the relevant government departments;<\/span>
– equipment maintenance;<\/span>
– the cleanliness of the premises and surrounding areas.<\/span><\/p>

It comprises:<\/span><\/p>

– the Equipment Office;<\/span>
– the Maintenance Office.<\/span><\/p>

Under the authority of a Head of Department, the Public Procurement Department<\/span>
is responsible for:<\/span>
– preparing tender documents and requests for proposals, in conjunction with the relevant technical departments;<\/span>
– ensuring compliance with and monitoring the procedures for awarding and overseeing the execution of public contracts, in conjunction with the Ministry responsible for public procurement;<\/span>
– maintaining the Ministry’s public procurement records and statistics;<\/span>
– monitoring public procurement disputes;<\/span>
– preserving the Ministry’s public procurement documents;<\/span>
– transmitting all documents relating to public procurement to the Ministry responsible for public procurement.<\/span><\/p>

It comprises:<\/span><\/p>

– the Tenders Office;<\/span>
